Which FSSAI Approval Does Your Food Business Need?

A step-by-step guide to choosing between FSSAI Registration, State Licence, and Central Licence — updated for the April 2026 amendments.

Diptasree Chaudhuri

Starting a food business in India is exciting, but one of the first regulatory questions every entrepreneur faces is: “Do I need an FSSAI Registration, State Licence, or Central Licence?”

Do you know?

Since 14 April 2026, the turnover threshold for FSSAI Registration has increased from ₹12 lakh to ₹1.5 crore for eligible food businesses. However, turnover alone does not determine your FSSAI approval—your business activities and operations are equally important.

1. Identify Your Food Business

Choose the option that best describes your business.

Business TypeExamples
ManufacturerBiscuit factory, dairy plant, spice manufacturer, beverage unit
Packaged Food BrandHealthy snacks, coffee, sauces, protein powders, D2C brands
Catering BusinessWedding catering, corporate catering, tiffin service, event catering
Restaurant / Café / Cloud KitchenRestaurants, cafés, food trucks, cloud kitchens
Fresh Food BusinessSalads, fresh juices, meat, seafood, fresh dairy, ready-to-cook foods
Importer / ExporterImported ingredients, imported foods, export businesses
Retailer / Distributor / WholesalerGrocery stores, supermarkets, warehouses, distributors

Tip

Some businesses fall under more than one category — a packaged food brand may also import ingredients, or a restaurant may also cater events.

2. Ask Yourself These Questions

Imagine you run a small bakery from your home. You might wonder: “Do I need FSSAI approval? Is it all about how much I earn?” Actually, it’s about more than just your turnover. The approval you need depends on what you make, how you sell, and your business type—so even small businesses or home kitchens can relate to this rule!

  • What is the nature of your food business? Are you manufacturing, catering, retailing, importing, exporting, or providing food services?
  • What is your expected annual turnover? Estimate your projected annual turnover to determine the applicable FSSAI approval.
  • What is the correct Kind of Business (KoB)? Choose the KoB that best describes your primary food business activity.
  • Which food category does your product belong to? Some food categories have additional regulatory requirements.
  • Will you operate in one state or multiple states? Your area of operation may influence the type of FSSAI Licence required.
  • Will you import or export food products? Import and export activities may require additional approvals and documentation.

3. Determine the Applicable Approval

Your approval is determined by a combination of business nature, turnover, Kind of Business (KoB), food category, area of operation, and import/export activity.

“Turnover is an important factor — but it is not the only one.”
Expected Annual TurnoverFSSAI Approval
Up to ₹1.5 croreFSSAI Registration
Above ₹1.5 crore and up to ₹50 croreState Licence
Above ₹50 croreCentral Licence

Important

Importers or businesses operating across multiple states may require a different approval regardless of turnover.

4. Understand Compliance Requirements

A Registration or Licence is only one part of regulatory compliance. Depending on your business you may also need to address:

AspectDescription
LabellingProperly labeling food products according to regulations.
TestingRegular testing to ensure product safety and quality.

Receiving a Registration or Licence is not the end of your compliance journey. Continue to:

  • Keep an updated register of suppliers and ingredient sources

Frequently Asked Questions

Do I only need to consider turnover?

No. While turnover is important, factors such as your business activity, Kind of Business (KoB), food category, area of operation, and import or export activities also determine the appropriate FSSAI approval.

Can one business have more than one Kind of Business (KoB)?

Yes. Businesses carrying out multiple food activities may need to declare more than one applicable KoB depending on their operations.

Does every food business need FSSAI approval?

Any food business covered under the Food Safety and Standards Act, 2006 should obtain the applicable FSSAI Registration or Licence before commencing operations.

Can I change my FSSAI approval later?

If your business activities or turnover change, you may need to migrate to a different category or update your licence details through the FoSCoS portal, subject to applicable regulations.

Final Compliance Checklist

  • ☐ Confirm your Kind of Business (KoB)

Whether you’re launching a home-based food business, a packaged food brand, a restaurant, or a manufacturing unit — selecting the correct approval is the first step toward building a compliant, successful business.
